a Layer can only hit the upper layer transparent area...

choose the width on brush,click the pen tool,make a path and edit(you'll evetually learn how to edit it) and finally right click,stroke path,click enter <-- that's how to make lines
to make shape just click 'fill path' instead of stroke path and choose feather radius(blurness) and entah TA-DA!!
